Reopen unused dams and dredge riverbeds to secure water inflow and preserve the lakebed.
Accelerate water transfer projects from Zab and Silveh rivers.
Apply effective evaporation reduction methods in reservoirs, despite economic concerns.
2. Agriculture and Efficient Water Use
Reform cropping patterns and implement drip irrigation without delay.
Control agricultural practices across the Urmia and Caspian basins.
Provide strong incentives for farmers to adopt sustainable cultivation methods and close illegal wells.
3. Environmental Protection and Resource Preservation
Immediately halt salt extraction from the lakebed.
Enforce strict oversight of water usage to prevent over-exploitation.
4. Governance and Public Participation
Establish a think tank with local authorities, experts, and stakeholders from both provinces.
Ensure genuine public involvement in restoration efforts through media and direct communication.
Relocate the Restoration Headquarters to the basin, allowing direct budget access for efficient monitoring and project implementation.
